Use Verify a Claim when one assertion is the blocker. Use a Decision Pack when the decision depends on several evidence states, dependencies, qualifications, and timing constraints at once.
Evidence cut-off: each engagement is delivered against an explicit cut-off timestamp on the delivery date. No free revision rounds are included. Evidence published after that timestamp requires a separately purchased collection cycle. When a subsequent cycle is purchased, qualifying new evidence is incorporated and any superseded state is corrected as part of that cycle.
